In 2024, the United States recorded over 400 documented incidents of hostility against churches alone, which is an 800% increase from 2018. Armed incidents jumped from 12 to 28 in a single year. These incidents are not confined to any one faith tradition, geographic region or congregation size. They reflect a broader shift in the threat landscape facing faith communities nationwide.

Unlike corporate campuses, schools or government buildings, houses of worship cannot rely on controlled access as their primary security strategy. Understanding current threat trends is the first step toward building a comprehensive security strategy that protects places of worship while maintaining them open and accessible. The following facts and trends illustrate a sobering reality: the threats are diverse, escalating and targeting congregations across traditions.

Current trends

According to the Family Research Council's 2025 Hostility Against Churches report, documented hostile incidents against U.S. churches increased from 50 incidents in 2018 to 485 in 2023, which is nearly a tenfold increase. In 2024, the organization documented 415 incidents affecting 383 churches across 43 states, including vandalism, arson, bomb threats and armed incidents.

The report documented 28 gun-related incidents in 2024, more than double the 12 recorded in 2023. These included armed intrusions, shootings and incidents where firearms were brandished during worship services.

Although Christian churches experience the largest number of incidents in absolute terms because they comprise most U.S. congregations, Jewish synagogues and Muslim mosques experience disproportionately high rates of targeted attacks relative to their share of houses of worship.

The FBI consistently reports that:

● Religion-based hate crimes remain among the major categories of hate crime. ● Anti-Jewish incidents account for the majority of religion-based hate crimes. ● Anti-Muslim incidents remain elevated. ● Anti-Catholic and anti-Protestant incidents also occur annually.

The A-Mark Foundation reviewed targeted attacks between 2012 and 2022 and found that many attacks on houses of worship are targeted acts of violence motivated by ideological, religious or racial hatred rather than interpersonal disputes within the congregation.

Faith-based organizations are recognized by the U.S. government as soft targets, prompting dedicated security guidance from the Cybersecurity and Infrastructure Security Agency and security funding through the Federal Emergency Management Agency.

THE UNIQUE CHALLENGE OF SECURING HOUSES OF WORSHIP

There are some factors that make it challenging to protect houses of worship as they directly conflict with hardened security postures.

● Open-access culture by design

Churches, synagogues, mosques, temples and gurdwaras exist to welcome strangers. Turning away an unknown visitor contradicts the institution's core mission. Layer 2 — Access Awareness Unlike many public facilities, houses of worship cannot depend on strict access control. But they should know what is happening at their entrances. Eligible organizations include houses of worship, religious schools, community centers, museums, medical facilities and other nonprofit organizations.

NSGP funding may be used for a wide range of security improvements, including:

Applications are not submitted directly to FEMA. Instead, nonprofit organizations apply through their State Administrative Agency (SAA) or state homeland security office. Most applications require a vulnerability assessment and a clear explanation of how the proposed investments will reduce identified risks. Organizations with documented risk factors and well-developed security plans are generally more competitive.

The FY 2026 NSGP application cycle opened on June 24, 2026. Because application windows open annually and each state establishes its own submission deadlines and requirements, organizations should begin planning early and contact their state homeland security agency as soon as possible.
